REQUEST FOR COUNCIL ACTION <br />DATE: 11/4/99 <br />ITEM NO: F -1 <br />Department Approval: Manager Reviewed: Agenda Section: <br />RIV Reports <br />Item Description: Authorization to Enter into Contract for operation of the Concession <br />Stands at the Roseville Skating center. <br />BACKGROUND <br />During the final phases of the development of the expansion at the Roseville Skating <br />Center, the City Council authorized the contracting for the operation of the concession <br />stands with a private vendor. Following a request for proposal, the city selected <br />Suzanne's cuisine to operate the concession stand in the Arena and the OVAL. <br />During the Spring and Summer months, staff monitored the concessions operations <br />and had several meetings with the operator concerning the management and <br />operations of the concessions. Issues of concern were the times when they were open, <br />how long they stayed opened and the type of food available. By mutual agreement, we <br />have agreed tc terminate operations with Suzanne's Cuisine for the operation of the <br />concessions at the Skating Center. Suzanne's will continue to provide the catering <br />operations. <br />Staff advertised an RFP and received a proposal from Peake Promotions. This <br />proposal is similar to the organization that previously operated the Arena concessions <br />prior to the construction of the OVAL. We believe this proposal would result in a <br />successful operation for the skating Center for these reasons: <br />Peake Promotions is a family owned and operated entity that will be servicing <br />this operation directly. <br />They are familiar with the operations of skating facilities having worked at <br />different ice centers. <br />There are monthly guarantees for the City, which we were not able to secure in <br />the previous search. <br />The hours of operation and the products served are consistent with survey <br />information that staff has gathered from Skating Center users. <br />Peake Promotions has been in contact with the skating organizations and will <br />use some of their labor resources to supplement their operations. <br />Securing adequate service personnel is very difficult in today's operating environment. <br />V e believe that this operation has all of the elements to provide a successful and <br />quality concessions operation for the Skating center.
