REQUEST FOR CITY COUNCIL ACTION <br />DATE: 10/11/99 <br />item Description: <br />Manager g� Approved: <br />ITEM NO <br />Agenda Section: <br />C O NS ENT <br />APPLICATION FOR LIVABLE COMMUNITIES DE I 1 A 110N <br />1.0 BACKGRO <br />1.1 Roseville has an opportunity to submit an application to receive Livable Communities <br />Demonstration Account grants. <br />3.2 A grant application for $600,000 in Demonstration Account funds has been prepared. <br />These funds would assist in providing senior and neighborhood space within a senior <br />housing structure proposed by Presbyterian Homes and Kraus Anderson located at <br />2797 -2833 Hamline Avenue North (Hamline Center). <br />1.3 The grant application also requested $250 in Transit Demonstration funds to create <br />an enclosed "mini -HUB" especially for the neighborhood and seniors, with Rosevifle's <br />circulator as the primary transit vehicle. <br />7.4 The project would include three levels of market rate senior housing (120 units) and <br />ground level neighborhood offices and stores. It is consistent with the Comprehensive <br />Plan designation and complimentary to future uses of the Hamline Center. <br />1.5 Land use hearings will be required of this project probably after January 1,2000. <br />2.0 Su ested Council Action <br />By resolution (draft attached), authorize the City Manager to apply to the Metropolitan <br />Council for funding on behalf of the City and to execute such agreements as are <br />necessary to implement the project after final review by the City Council. <br />Attachment: Grant Application <br />QAPIanning H1es13 EPA G ra nt Accep nce\RCA (1011 99).doc <br />PF3144 R (101199).doe Page I of 5 <br />ACCOUNT FUNDS [PF3160, HAMLINE COMMONS] <br />
