REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 02/14/00 <br /> ITEM NO: J-1 <br /> apartment Approval: Manager Approved: Agenda Section: <br /> Ordinances/resolutions <br /> It& Description: Proposed Mobile Home Ordinance Relating to <br /> Relocation Expenses of Displaced Residents (PF3170) <br /> 1.0 BACKGROUND <br /> 1.1 In view of the peculiar nature and problems presented by the closure or conversion of <br /> manufactured home parks, the City Council found, at the work session on January 25, 2000, that <br /> the public health, safety and general welfare will be promoted by requiring compensation to <br /> displaced home owners and renters of such parks. This ordinance (attached) would require park <br /> owners to pay, upon closure, displaced residents reasonable relocation costs and certain <br /> additional compensation, pursuant to the authority granted under Minnesota Statutes, Section <br /> 327C.095. <br /> 1.2 The City Council also found that the proposed ordinance should set forth standards for closure or <br /> conversion of a manufactured home, with appropriate notification to affected property owners <br /> and public hearing held by the Council, followed by payment of substantiated relocation costs to <br /> affected owners and/or renters of manufactured homes. <br /> 13 The City Housing Policy, in part, is to improve and/or maintain the quality of housing throughout <br /> the community, meeting life safety, building codes, and livability standards. In regard to the <br /> mobile home relocation ordinance, this issue may need further research; how does this ordinance <br /> provide incentive to maintain or improve the quality of the existing housing. Previously, staff <br /> suggested that if some of the manufactured housing units were in such poor shape that they <br /> cannot be moved and cannot meet the codes in the new mobile home parks, the City Housing <br /> Fund should allocate matching grants and loans to upgrade individual units to meet the current <br /> Mobile Home Code. <br /> 2.0 STAFF RECONVvIENDATION <br /> 2.1 Hold the first reading on the ordinance. Receive public comment. <br /> Establish a date for the second reading. <br /> 2.2 Provide direction to staff regarding need for further research on the use of the City Housing Fund to <br /> upgrade individual manufactured housing units to meet current codes. <br /> 3.0 SUGGESTED COUNCIL ACTION <br /> 3 1 Receive comment.
