REQUEST FOR CITY COUNCIL ACTION DATE: 02/14/00 ITEM NO: J-1 apartment Approval: Manager Approved: Agenda Section: Ordinances/resolutions It& Description: Proposed Mobile Home Ordinance Relating to Relocation Expenses of Displaced Residents (PF3170) 1.0 BACKGROUND 1.1 In view of the peculiar nature and problems presented by the closure or conversion of manufactured home parks, the City Council found, at the work session on January 25, 2000, that the public health, safety and general welfare will be promoted by requiring compensation to displaced home owners and renters of such parks. This ordinance (attached) would require park owners to pay, upon closure, displaced residents reasonable relocation costs and certain additional compensation, pursuant to the authority granted under Minnesota Statutes, Section 327C.095. 1.2 The City Council also found that the proposed ordinance should set forth standards for closure or conversion of a manufactured home, with appropriate notification to affected property owners and public hearing held by the Council, followed by payment of substantiated relocation costs to affected owners and/or renters of manufactured homes. 13 The City Housing Policy, in part, is to improve and/or maintain the quality of housing throughout the community, meeting life safety, building codes, and livability standards. In regard to the mobile home relocation ordinance, this issue may need further research; how does this ordinance provide incentive to maintain or improve the quality of the existing housing. Previously, staff suggested that if some of the manufactured housing units were in such poor shape that they cannot be moved and cannot meet the codes in the new mobile home parks, the City Housing Fund should allocate matching grants and loans to upgrade individual units to meet the current Mobile Home Code. 2.0 STAFF RECONVvIENDATION 2.1 Hold the first reading on the ordinance. Receive public comment. Establish a date for the second reading. 2.2 Provide direction to staff regarding need for further research on the use of the City Housing Fund to upgrade individual manufactured housing units to meet current codes. 3.0 SUGGESTED COUNCIL ACTION 3 1 Receive comment. By motion, establish a date for a second reading. 3.2 Provide staff with direction regarding use of the City Housing Fund.
