REQUEST FOR COUNCIL ACTION <br /> DATE:02/14/00 <br /> ITEM NO.: C- ; <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Consent <br /> Item Description: Approval of Signal Plans and Agreement -- South Owasso Boulevard and <br /> Rice Street <br /> Background: On January 24,2000, the City Council passed a resolution concurring with the <br /> turnback of Rice Street from Mn/Dot to Ramsey County. This resolution allows the County to <br /> proceed with the final turnback and to implement public improvements on Rice Street <br /> previously stalled by the pending turnback. One project of interest to Roseville is the <br /> installation of a new traffic signal at the intersection of South Owasso Boulevard and Rice <br /> Street. <br /> For many years, the City and County have heard complaints from motorists concerning the <br /> difficulty accessing Rice Street from South Owasso Boulevard. With the development of the <br /> Owasso Hills residential development in Roseville and ongoing commercial development in <br /> the City of Little Canada, traffic volumes on South Owasso Boulevard have increased enough <br /> to justify the installation of a traffic signal at Rice Street. This signal was programmed by <br /> Mn/Dot for installation some years ago but was delayed pending the turnback of Rice Street to <br /> Ramsey County. Now that the turnback is nearing completion, Ramsey County has prepared <br /> plans and specifications in anticipation of constructing the needed signal in 2000. The County <br /> is asking for City approval of the plan and cost participation agreement. <br /> The project includes the installation of a new traffic signal with left turn arrows on Rice Street <br /> and minor roadway improvements to facilitate the new signal. Road improvements include <br /> new right turn lanes on both north and southbound Rice Street and minor intersection <br /> widening. The additional right-of-way necessary to construct this project will be acquired by <br /> Ramsey County. The total cost of the project, $268,352, is to be distributed as follows: <br /> Roseville $3 8,605 <br /> Little Canada $380 <br /> Ramsey County $191,142 <br /> Total $268,352 <br /> South Owasso Boulevard was turned back to Roseville from Ramsey County and is part of <br /> Roseville's Municipal State Aid system (MSA). Roseville's share of this project will be paid <br /> with MSA dollars. Ongoing maintenance will be the same as other similar signals. <br /> Roseville and Little Canada are responsible for electric costs <br /> Ramsey County is responsible for ongoing signal maintenance <br /> Roseville and Little Canada are responsible for the cost to maintain the Emergency Vehicle <br /> Pre-emption (EVP) <br />
