REQUEST FOR CITY COUNCIL ACTION <br /> DATE:2/14/00 <br /> ITEM NO: C-5 <br /> iertmerlt Approval: Manager Approval: Agenda Section: <br /> z <br /> Consent <br /> Iteffi Description: Support for Ramsey County FY2000 Community Development Block <br /> Grant Application <br /> 1.0 Requested Action <br /> 1 1 City staff is requesting support for the submission of a grant application under the Ramsey <br /> County's FY2000 Community Development Block Grant Program for the construction of <br /> a sidewalk between Minnesota. Street and County Road B on Rice Street. <br /> 2.0 Background <br /> 2.1 The City of Roseville constructs sidewalk/pathways as guided by the Pathways Master Plan. <br /> The Pathway Plan outlines the long term goals for construction of sidewalks within the <br /> community which provides connections to a system of multi use pathways. <br /> 2.2 Staff identified several areas where there are "holes" in the system that do not warrant full- <br /> scale pathway projects as called out in the Master Plan. These areas are considered "infill" <br /> pathway projects that must be funded out of non Pathway Master Plan funds. <br /> 2.3 Staff identified the use of Ramsey County CDBG funds that were not used on other projects <br /> in the amount of$75,000. Unfortunately,the estimates for two "infill"projects exceeded the <br /> funds available and only one project was completed in 1999 on Latpenteur from Galtier to <br /> Rice Street as outlined in memo from Deb Bloom, Assistance Public Works Director. <br /> 3.0 Summary Of Application <br /> 3.1 Staff has observed and received complaints from residents regarding the missing link on <br /> Rice Street between Minnesota. Street and County Road B. The area is heavily used by <br /> residents in the multifamily units who must walk to essential services such as grocery <br /> store, pharmacy, convenience store and transit. (see site map). <br /> 3.2 The total pathway cost as estimated in 1999 was $57,200. This cost included <br /> construction of the sidewalk, acquisition of permanent easements and construction of a <br /> retaining wall. Engineering has recommended that estimates for 2000 be increased by 10 <br /> percent due to market conditions. The estimate for 2000 for this work would be $62,920. <br /> Therefore, the City will request $65,000 from the Ramsey County CDBG Funds. <br /> RCA — Livable Grant Authorization 99 .
