As you are aware, we have <br /> been looking at areas of the City where the pathway system has "holes". These areas are long enough <br /> to prove a nuisance, but too short to warrant a full- scale project and are not really covered by the <br /> Pathways Master Plan. We have looked into the feasibility of constructing two "i n fill" pathways as a <br /> part of this year's Park Improvement Project. These were brought to our attention at a DRC meeting. <br /> It is our hope to continue this practice with each year's construction projects. <br /> Dennis was able to offer CDBG funding of up to $75,000 for this year's project, due to the benefit of <br /> such connections to the high density residential in the area. Upon a closer analysis of the two <br /> segments we have determined that our estimates for constructing the trails is $92,400.00, not <br /> including engineering. <br /> The trail construction on Larpenteur Ave, from G altier to the Rice, requires the removal of a few <br /> mature trees as wel! as the relocation of two existing signs. One of which is of masonry design. No <br /> permanent easements are necessary for the construction of this trail. However, we will need to work <br /> with property owners on temporary construction easements as well as resolve any sign relocation <br /> code issues. This trail would be 8 foot wide bituminous. The estimated cost: $35,200 for 942 feet of <br /> trail. <br /> The proposed connection on the west side of Rice Street over the Hwy 36 bridge from Minnesota to <br /> County Road B requires the acquisition of a permanent easement from one property as well as the <br /> construction of a retaining wall. This sidewalk would be 6 foot wide concrete. The estimated cost: <br /> $57,200 for 1000 feet of trail. <br /> The public's reaction to constructing these trail segments should be addressed. In subsequent <br /> discussions we determined that it would be wise to bring this project to the Council for comment and <br /> approval. As well as hold a meeting to get public input. Seeing as the Parks project is on a tight <br /> deadline, all of these things need to happen quickly. Attached is a preliminary schedule. <br /> Please give me direction on how we should proceed with this project and where we can get the <br /> additional funding. I am reluctant to dedicate more time on plan preparation until we know that we <br /> have a viable project. I appreciate your input. <br />
