The purpose of this Memorandum of Understanding is to restate and clarify <br /> previous permits and lease agreements as they relate to the land use and parking on the site <br /> commonly known as the Lake Owasso School, 934 Woodhill Drive. <br /> 1.2 History. In 1983 the City approved a 15-year special use permit for Roseville School <br /> District to allow quasi-public use of Owasso Lake School. The District leased space to the <br /> local cable provider MediaOne and the Community Cable access system. Terms of this <br /> special use permit provided for on-site parking of 132 spaces. <br /> In 1986 the special use permit was amended to allow up to 32 employee vehicles to be <br /> parked in the northeast parking lot. Also, the trash dumpster areas (southwest side of the <br /> building) were to be appropriately screened. The condominium buildings (west side) were <br /> to be screened by 12 spruce trees. <br /> In 1996 the District approved aten-year lease between the School, the City and MediaOne, <br /> to provide fora 70-space parking lot (southeast side of the building) with specific times <br /> allotted for MediaOne and City uses. <br /> In 1998 the 15-year special use permit expired without further review. <br /> 2.0 MediaOne Proposal <br /> MediaOne has proposed the following in the Memo of Understanding relating to parking: <br /> a. All boom trucks will be stored overnight and weekends at an alternative site (in <br /> Shoreview). <br /> b. Service vans would be parked exclusively, overnight, weekends as well as during <br /> daytime service hours, in the southwest parking area (area to be screened along the <br /> south 1/2 of the west property line with an eight foot tall board on board fence, and, <br /> a chain link security fence installed along the south and east entry gate rear of this <br /> lot. <br /> C Pick-up trucks, used by MediaOne, will be parked in the northeast parking lot (32 <br /> space) during day, evening and weekends. <br /> d.
