REQUEST FOR CITY COUNCIL ACTION
DATE: 02/14/00
ITEM NO: (2
De artment Approval: Manager Approved: Agenda Section:
CONSENT
Iteli Description: 60-day plan review extension for consideration of a request be Midland Hills
Country Club for a Conditional Use Permit allowing construction of a new
37,5000 square foot clubhouse. (PF3 178)
1.0 BACKGROUND
1 1 On December 22, 1999 the City accepted the application by Midland Hills Country Club for
consideration of a Conditional Use Permit (CUP) allowing construction of a new 37,500
square foot clubhouse. The 60-day deadline for review is February 19, 2000.
1 2 On January 12, the Roseville Planning Commission voted to continue the public hearing on
the request to afford the applicant an opportunity to refine the development plans and
suggested the Country Club a neighborhood meeting to discuss unresolved issues with
adj acent residents.
1 3 On February 1, 2000 Midland Hills Country Club held a neighborhood meeting to review
the revised development plans and seek comments regarding outstanding neighborhood
issues. Given the input form the neighborhood, the grading and landscaping plans were
revised for presentation and consideration by the Planning Commission.
1.4 On February 9, 2000 the Roseville Planning Commission completed the public hearing
regarding the Midland Hills CUP request. At this meeting revised grading and landscape
plans were submitted for consideration. However, the grading and landscape plans have not
been adequately reviewed, nor do they represent the final version necessary for Council
consideration.
1 S Staff determined the development plans proposed by Midland Hills Country Club need
further refinement. Consequently, staff nzommends a 60-day timeline extension for
consideration of this request. The extension would afford Midland Hills Country Club time
to complete necessary and required revisions; time to meet with the neighborhood to review
landscape and grading modifications; time for staff to thoroughly review the grading and
landscape plan; time to prepare a set of development plans for City Council consideration.
Midland Hills Country Club could then present final plans to the City Council for
consideration on February 28, March 13, or March 27.
2.0 STAFF RECOMMENDATION
2.1 Based on the short time frame to review and consider the proposal and given the current
circumstances, it is requested the City Council approve the city staff request for extension
of the 60-day review period.
PF3 144 — RCA (021400) Page 1 of 1
