Request for Council Action <br />Date: October 30,200O <br />Item Number: M-4 <br />Department Approval Manager Approval Agenda Section <br />Other Business <br />Item Description: <br />Direction to the Acting City Manager and Human Resource Staff to <br />Prepare Wage and Benefit Settlements for the Non-Union and Administrative Employees <br />Background: <br />The settlement of the wage and benefit proposals for calendar year 2001 for the police officers, police sergeants, <br />and public works and parks maintenance staff, represent a conclusion to the contract issues for our unionized <br />employees.In addition to the unionized employees, the City also has an important contingent of non-unionized <br />office staff, technical and supervisory staff and administrative personnel. <br />It would be appropriate for the City Council to direct the Acting City Manager and Human Resource staff to <br />prepare settlements with these categories of employees.In doing so, we will resolve all of the outstanding wage <br />and benefit issues for City employees for calendar year 2001. <br />Policy Implications: <br />he City of Roseville has always strived for a fair and defendable approach to handling wage and benefit issues <br />among its employees. The general principle we use is as follows: <br />1) To provide internal comparability, meaning that similarly valued positions are paid similarly <br />throughout our organization, and <br />2)Benchmark each position and its value to similar positions throughout the metropolitan area, in both <br />private and public sectors. <br />Maintaining the focus on these two relatively simple principles, we have been able to pay a respectable wage <br />for a respectable day’s work and have generally a positive relationship with our employee groups. <br />Utilizing this principled approach, we have been able to negotiate early settlements with police, police <br />sergeants, and maintenance staff.It would be appropriate and consistent with past practice to authorize <br />negotiations on similar principles for the remainder of non-union staff. <br />Financial Implications: <br />Each year the City budgets for wage and benefit settlements for all employees based on the best information <br />known or anticipated from area-wide labor settlements.In doing so we are able to properly budget for wage <br />and benefit increases which may not be concluded before the budget is concluded.Settlement of wage and <br />benefit issues in early November represents one of the earliest settlements in memory. <br />Staff Recommendation: <br />The City Council authorization to prepare and discuss proposed wage and benefit increases with non-union staff <br />would be appropriate. Any final adjustments in salary ranges would come back to the City Council at a future <br />regular City Council meeting for formal approval.
