N!!!!!Request for Council Action <br />Date: October 30,200O <br />Item Number: M-5 <br />Department Approval Manager Approval Agenda Section <br />Other Business <br />Item Description: <br />Resolution Establishing a Council-Staff Communication Policy <br />The City Council has requested City Manager input on a variety of transitional issues including a more <br />structured communication policy during the absence of a permanent City Manager. <br />Background: <br />During the transition process to a new City Manager, the potential for mis-communication between Council and <br />staff is significant.Likewise, there exists a greater need to maintain consistent communication from staff to all <br />members of the City Council.Since effective communication promotes “a greater sense of team” City Council <br />is advised to consider a more formal communication policy during this interim process. <br />Under the Option Plan B form of government, specific language exists which addresses this issue. It would <br />seem appropriate for the City Council to adopt the attached resolution which would not only guide Council <br />communications, but also affect the way in which staff information is disseminated to the City Council. This <br />hould also apply to communication to and from the City Attorney. <br />Policy Implications: <br />The sole purpose of this action is to assure all members of the Council and all members of staff (including the <br />City Attorney) handle communication and information in a consistent manner - through the Acting City <br />Manager. In this way, all parties can be assured there is a level playing field during this time of potential <br />instability. <br />Financial Implications: <br />None. <br />Council Action Requested: <br />Motion to approve the attached resolution to establish a formal communications policy between Council and <br />staff.
