REQUEST FOR CITY COUNCIL ACTION Date: 02-28-00 Item No: J-3 artme 't Approval: Manager Approval: Agenda Section: Ordinances em Description: A request by the City of Roseville for the first reading of an ordinance amending Section 901 .019 901.06 and 901.08, Building Permit Fees. (P.F. 3 198) REQUESTED ACTION The City has adopted the State Uniform Building Code as a portion of the City Code (Section 901.01). The Building Code has been revised by the State, including a new fee structure. To bring the City Code and building permit regulations into conformance and to be consistent with surrounding cities, the Council is asked to adopt the new fee structure by ordinance. 2.0 BACKGROUND 2.1 The City Council has established a policy in which programs and activities by the Community Development Department (which includes building and fire inspection) are to be supported by user fees and permit fees as much as possible. 2.2 In 1995, the City last adopted the 1994 Uniform Building Code (UBC) fee schedule. The average increase in permit fees will be consistent with the cumulative inflation rate since 1995 —an increase approximately 11 percent. Fee revenue (for the second consecutive year) was down in 1999 by 7% to less than $770,000, while permits and inspections were up nearly 3 0%. 2.3 The Roseville City Code currently adopts the ". . ,most recent revisions and subsequent amendments to. . . " the Minnesota State Building Code (now the 1997 UBC Code). 3.0 STAFF FINDINGS & CONDITIONS 3.1 The current City Code fee schedule, from the 1994 UBC, is not in conformance with the building code in effect, the 1997 UBC. 3.2 Most surrounding cities are using the 1997 fee schedule.
