REQUEST FOR COUNCIL ACTION <br /> DATE: 02/28/00 <br /> ITEM: c-3 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Item Description: Approval of Cooperative Agreement with Washington County for Micro <br /> Surfacing Design Engineering and Construction Administration <br /> Background: The City recently expanded the pavement management program to include <br /> pathways and parking lots. The theory behind this program is to provide the similar level of <br /> management and maintenance as we do for our streets. We will focus on the right type of <br /> treatment for the pavement depending on the age and condition within its' life cycle. We apply <br /> best management practices when determining program needs. <br /> Staff applied for and was awarded a Federal grant of $14,3 10 for maintenance surfacing of the <br /> County Road C pathway. This project includes a new pavement surface that will extend the <br /> service life of the pavement and improve the surface texture. The funding covers 80% of the <br /> proposed project with the City providing the remaining 20% share. <br /> Washington County has agreed to be the lead agency in the east metro for micro surfacing <br /> projects. They will provide the design engineering and contract administration for this group of <br /> projects. They will be reimbursed at the rate of 2% of project construction cost for these <br /> engineering services. The City will provide our own inspection and construction record keeping. <br /> Washington County has estimated the cost of our micro surfacing project to be $14,900. Our <br /> cost for design engineering services is estimated at $298. <br /> In order for this project to go forward, a formal cooperative agreement with Washington County <br /> is needed. <br /> Policy Objectives: 2000 will be the first year of the pavement management program for <br /> pathways and parking lots. Several types of maintenance projects will be implemented to bring <br /> older pathways up to acceptable pavement condition to meet end users needs. <br /> Financial Implications: The following is a summary of estimated costs and financing. <br /> Estimated Project Construction Cost $14,900 <br /> Federal Funds 80% $11,920 <br /> City Pathway Budget Share $ 2,980 <br /> Design Engineering (City Pathway Budget) $ 298 <br />
