REQUEST FOR COUNCIL ACTION DATE: 02/28/00 ITEM NO: F,2 Department Approval: Manager Reviewed: Agenda Section: Reports and Recommendations Item Description: Approval of Contract with Brauer and Associates for the Development of the Master Park Plan, Construction Documents and Construction Supervision for Lexington Park BACKGROUND The City Council has adopted the recommendations of the Parks and Recreation Commission and the Parks and Recreation Infrastructure Committee on the development of Lexington Park. The project is funded from the Park Improvement Program Fund. As a result of Council authorization at the December 13, 1999 meeting, staff solicited proposals from 12 of the leading park planning firms in the Twin Cities. The City received eight proposals from the following firms: • Brauer and Associates • Close and Associates • Bonestroo, Rosene and Anderlik • LSA Design Inc. • SRF Consulting Group • Dahlgren Shardlow and Uban • MFRA, Inc. • Ingram and Associates A committee comprised of the Director of Parks and Recreation, Director of Community Development, Park Project Coordinator, Chair of the Parks and Recreation Commission and a representative from the neighborhood interviewed five of the responding firms. Brauer and Associates are being recommended for their demonstrated understanding of the project. Community meetings will held to discuss the proposed development of the master plan for this area. POLICY OBJECTIVE The proposed consultant contract is consistent with the policy of providing master plans for all Roseville parks. The use of consultants is per the approved consultant policy. FINANCIAL IMPLICATION The initial cost for the planning services as outlined in detail in the project prospectus provided by Brauer and Associates is an amount of approximately $14,000. The construction plans and supervision would ultimately depend on the final concept plan for the County Road B and Lexington 8-acre parcel but are estimated to be in the range of 5-
