REQUEST FOR CITY COUNCIL ACTION <br /> D A TE: 02/28/00 <br /> ITEM NO: J-1 <br /> p meat Approval: Mana er A proved: Agenda Section: <br /> Ordinances & Resolutions <br /> It 4m m Description: Proposed Mobile Home Ordinance Relating to <br /> Relocation Expenses of Displaced Residents (PF3170) <br /> 1.0 BACKGROUND <br /> In view of the peculiar nature and problems presented by the closure or conversion of manufactured <br /> home parks, the City Council found, at the work session on January 25,2000,that the public health, <br /> safety and general welfare will be promoted by requiring compensation to displaced home owners <br /> and renters of such parks. This ordinance (attached) would require park owners to pay, upon closure, <br /> displaced residents reasonable relocation costs and certain additional compensation, pursuant to the <br /> authority granted under Minnesota Statutes, Section 327C.095. The City Attorney's office has <br /> suggested minor, non-substantive amendments from the draft ordinance provided by the residents that <br /> received its first reading at the February 14th Council meeting. Those changes are shown by <br /> strike/underlining in the attached draft. <br /> 1.1 The City Council also found that the proposed ordinance should set forth standards for closure or <br /> conversion of a manufactured home, with appropriate notification to affected property owners and <br /> public hearing held by the Council, followed by payment of substantiated relocation costs to affected <br /> owners and/or renters of manufactured homes. <br /> 1.2 The City Housing Policy, in part, is to improve and/or maintain the quality of housing throughout the <br /> community, meeting life safety, building codes, and livability standards. In regard to the mobile home <br /> relocation ordinance, this issue may need further research; how does this ordinance provide incentive <br /> to maintain or improve the q uai of the existing housing. Since the last meeting Staff has sought <br /> input from the Minnesota Housing Finance Agency (MHFA) and the Ramsey County Community <br /> Development Agency and others. The information is incomplete at this time, although the County and <br /> HUD will not provide fix-up loans to mobile home owners except where the owner also owns the <br /> land because the loan must be attached to a long term physical fixed asset. However, match of funds <br /> with the City Housing Program and other lenders may be feasible. The County may be interested in <br /> providing some funds to mobile home park owners for improvements. MHFA does have a loan <br /> program for energy efficiency improvements for mobile home owners. The loan is up to $8000 at 8 <br /> percent interest, unsecured.
