REQUEST FOR COUNCIL ACTION
DATE : 05/08/2000
ITEM NO: F— 3
art e t Appro al: M er A proved: Agenda Section:
REPORTS
Item Desc 'ption: City of Roseville, request to sell 2668 Lexington per Housing
Replacement Program and Consistent with Comprehensive Plan
(PF #3202)
1.0 REQUESTED ACTION
1.1 George Reiling has requested that Council consider the sale of City owned property located
at 2668 Lexington Avenue to him. The property was purchased under the City's Housing
Replacement Program in 1998 and if approved would be sold contingent upon a senior/high
density housing development which is consistent with the Comprehensive Plan for the area.
1.2 Staff is requesting the approval to hire an appraiser from the City consultant pool to identify
the appraised value of the lot, to determine sale price.
2.0 BACKGROUND
2.1 The housing replacement program was established in 1996 to help the City purchase, on a
voluntary basis, outdated or non-code compliant structures that could not be economically
rehabilitated or sold on the open market. The purpose of the program is to replace
deteriorating lower value housing on scattered sites throughout the City with larger, higher
value housing. The goal of the program is to increase property values and improve the value
and aesthetics of the neighborhood properties.
2.2 The Council approved the purchase of the home at 2668 Lexington Avenue and the
subsequent demolition in the summer of 1998 under the guidance of the Housing
Replacement Program.
2.3 The Housing Replacement Program was amended by the Council at the April 10, 2000
meeting to ensure that the reuse of the city purchased lots are consistent with the
Comprehensive Plan.
2.4 An offer has been made to purchase 2668 Lexington by George Reiling. Mr. Reiling is
proposing a senior housing development north and east of the property and would like to
incorporate the City lot into the project.
3.0 STAFF RECOMMENDATION
3.1 Staff recommends approval of the sale of 2668 Lexington Avenue to George Reiling with
the sale price based on appraised value and with the condition that the land be used as
part of a proposed senior housing development.
PF3202-RCA(05/08/00)-Page 1 of 2
