SIGN: A sign is a name, identification, description, display, illustration or device which <br /> is affixed to,painted or represented directly or indirectly upon the outside of a building or <br /> other surface other than a flag as defined in this Chanter and which directs attention to an <br /> object, product, place, activity, person, institution, organization or business. A sign shall <br /> be considered as a structure or a part of a structure for the purpose of applying yard and <br /> height regulations. <br /> SECTION 3. Section 10 14 of the Roseville City Code is amended to by adding <br /> the following section: <br /> 1014.04: BOARD OF ZONING ADJUSTMENTS AND APPEALS: <br /> The Citv Council shall act as the Board of Zoning Adjustments and Anneals pursuant to <br /> Minnesota Statutes Chanter 462. Requests for variances; conditional use permits or other <br /> approvals shall be processed by the Community Development Director or his or her <br /> designee in accordance with the provisions of Chanter 1013 or other relevant section of <br /> the City Code and Minnesota Statutes 15.99. <br /> An anneal from the ruling of the Community Development Director or his or her <br /> designee regarding any interpretation of the legislative intent of Title 10 or 11 of the City <br /> Code or any action approving; or denying an application related to any matter addressed <br /> in Title 10 or 11 of the Citv Code may be filed in writing by any property owner or their <br /> agent with the Community Development director within thirty(30)days after the making <br /> of the order or decision being appealed. <br /> An appeal stays all proceedings and the furtherance of the action being appealed unless it <br /> ■ D' C <br /> is certified to the Board of Adjustment and Anneals, after the notice of appeal is filed <br /> that by reason of facts stated in the certificate a stav would cause imminent peril to life <br /> and property.
