REQUEST FOR CITY COUNCIL ACTION
DATE: 05/08/00
ITEM NO: J-2
41teDescription.-rt t Approval: age ppr ved: Agenda Section:
ORDINANCES
City of Roseville request consideration and FINAL READING of an
amendment to Section 1007.0 1 E (Building Height) of the Industrial District.
(PF3201)
1.0 BACKGROUND
1.1 Over the past few months the city has been approached by potential developers who are
interested in constructing laboratory, warehouse, and office facilities in industrially zoned land.
In one such case, Horton, Inc. has purchased property off of Walnut Street for the purpose of
constructing their testing and corporate headquarters. The long-range plan for the proposed
Horton facility is to construct afour-story office, with a laboratory and warehouse testing
facility.
1.2 Section 1007.01E limits structures in the industrial district to a height of 45 feet. In the past
staff has interpreted the height to allow a structure of four stories. However, 45 feet is
generally too short for afour-story office structure using today's construction methods.
1.3 Staff has reviewed this Code section and suggests clarifying the height limitation to allow
industrial uses/structures to a height of 45 feet, while allowing office structures to a height of
four stories. This would afford industrial companies the opportunity to have regional or
corporate offices connected to research and design facilities.
2.0 PLANNING COMMISSION ACTION
2.1 On Wednesday, April 12, 2000,the Roseville Planning Commission held the public hearing
regarding the requested ordinance modification. The Commission discussed the difference
between a story limitation versus a height limitation and recommended(7-O)to amend Section
1007.07E Building Height as follows:
Building height for manufacturing, laboratory, warehouse and showroom structures shall be
no greater than 45 feet in any industrial (I-1 Light Industrial, I-2 General Industrial, I-2A
Special Industrial). Office structures shall be limited to four stories with a maximum height
of 60 feet, in any industrial (I-1 Light Industrial, I-2 General Industrial, I-2A Special
Industrial).
3.0 STAFF RECOMMENDATION
3.3 Staff supports the proposed amendments to Section 1007.01E of the City Code and
recommends Council approval as outlined in the Planning Commission actions of April 12"
and as supported by the Council with the first reading of the Ordinance held on April 24, 2000.
PF3201-RCA(05/08/00)-Page 1 of 2
