REQUEST FOR COUNCIL ACTION Date:08/14/00 Item No.: C-2 DepartmentApproval: Manager Reviewed Agenda Section Consent Item Description: Establishing a Public Hearing on 2001 Proposed Levy and Budget Background Prior to September 1 of each year, the City Council is required by state statutes to forward a proposed property tax levy and budget to the County Auditor so that the County may prepare a notice for the state wide process of tax hearing in December. At the July 17, 2000 work session, staff presented a proposed 2001 budget and levy to the City Council to take under advisement. As a follow-up to that meeting,the proposed information was made available to citizens at an open citizen\staff meeting on July 27, 2000. In addition, copies of the proposed budget have been placed in the Ramsey County Library; Roseville Branch, on the City's website and copies are available upon request at City Hall. It is intended that by providing for a hearing on August 28, 2000,the City is able to further provide budget exposure to the community so that the City Council may be informed as to any concerns the taxpayers may have. Financial Implications The financial implications are twofold: (a.) A proposed levy increase of 7.76% and (b.) A proposed 10.85% overall budget increase. After establishing the proposed levy, the Council may only lower the amount in the future. Staff Recommendations Staff is recommending that the City Council establish a public hearing for the proposed 2001 budget for further review and acceptance on August 28, 2000 Council Action Motion to establish a public hearing on the City's proposed 2001 budget and levy at the regularly scheduled City Council meeting of August 28, 2000.
