REQUEST FOR COUNCIL ACTION <br /> DATE: 8114100 <br /> ITEM NO.: C_1 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> f Consent <br /> Item Description: City Resolution receiving assessment rolls and setting assessment hearing <br /> date for 1999 projects <br /> Background: At the July 24, 2000, regular City Council meeting, the council ordered the <br /> preparation of assessment rolls for construction projects completed in 1999. To comply with the <br /> statutory assessment process, it is necessary for the council to adopt a resolution setting a hearing <br /> date for the assessments. It is recommended that assessment hearings be held at the regular <br /> meeting on Monday, September 11, 2000. <br /> Following past council policy, if questions come up regarding specific assessments or if <br /> amendments to the assessment rolls are necessary,hearings are continued for final adoption. It is <br /> suggested that the date for final adoption for all assessment rolls be September 25, 2000. <br /> Projects to be heard at the September 11, 2000,hearings are as follows: <br /> P-99-02- 19 Woodlynn Avenue, South Owasso Boulevard to Farrington Court <br /> Farrington Court, Cul-de-sac to Cul-de-sac <br /> P-99-02-22 Woodbridge Street,Woodlynn Avenue to South Owasso Boulevard <br /> Woodlynn Avenue, Rice Street to Cul-de-sac <br /> P-99-02-23 Maple Lane Court, Western Avenue to Cul-de-sac <br /> Woodbridge Street, South Owasso Boulevard to Maple Lane <br /> Woodbridge Street, County Road C2 to County Road C <br /> Marion Street, County Road C2 to County Road C <br /> Galtier Street,Iona Lane to County Road C <br /> Matilda Street,Iona Lane to County Road C <br /> Iona Lane,Galtier Street to Woodbridge Street <br /> Policy objectives: As required by State law, public hearings are required in order to assess the <br /> cost of public improvements. The proposed assessments have been prepared in accordance with <br /> Roseville's assessment policy previously adopted by the City Council. <br /> Financial Implications: A detailed assessment roll will be presented at the assessment hearing <br /> for each project. All projects will be financed using a combination of special assessments, PMP <br /> bond funds,tax increment financing, utility funds, developer funds, and miscellaneous funds <br /> where appropriate. <br />
