institutions to participate in environmental cleanup projects. <br /> 2.4 The US EPA notified the City of Roseville of their selection of Roseville for the Brownfield <br /> Cleanup Revolving Loan Fund in a letter dated May 18,2000 with the requirement to form a <br /> loan review committee to oversee the use and disbursement of the funds to include <br /> establishing guidelines, developing application forms and processes for approval, preparing <br /> marketing and communications materials, reviewing applications and making <br /> recommendations for loans. <br /> 3.0 STAFF COMMENT <br /> 3.1 The committee, as outlined in the BCRLF work plan, is to include two commercial bank <br /> representatives with brownfields experience,a Metropolitan Council representative,an <br /> MPCA representative, a City resident,as well as a combination of economic development <br /> specialists within the city along with consultants who have worked closely with the Twin <br /> Lakes project for many months. <br /> 3.2 The proposed composition of the committee members is recommended to include the <br /> follows: <br /> Joel Jamnik, City of Roseville Attorney <br /> Dennis Welsch,Community Development Director <br /> Cathy Bennett,Economic Development Specialist <br /> Ed Burrell, City Finance Director <br /> Steve Heikkila,DPRA environmental consultant <br /> Janna King,economic development consultant <br /> Wayne Nelson,Metropolitan Council <br /> Gerald Stahnke,Minnesota Pollution Control Agency <br /> Andrew Boss, chairman of the St. Anthony Park Bank and former St. Paul Port Authority <br /> member(Richard Beeson,president of the St. Anthony Park Bank, as alternate for Boss) <br /> Sean Regan,Premier Bank <br /> Roseville resident representative to be determined by the City Council(City Council <br /> Member,Planning Commission Member or Parks Commission Member) <br /> 3.3 The loan review committee should be fully assembled by the end of this year with meetings <br /> beginning in January of 200 1. <br /> 4.0 STAFF RECOMMENDATION <br /> 4.1 Staff is recommending that Council provide authorization to establish the Brownfield <br /> Cleanup Revolving Loan Fund loan review committee as presented. <br /> 4.2 Staff is recommending that the City Council appoint an individual to represent the <br /> community from the City Council, Planning Commission or Parks Commission. <br /> RCA BCRLF Grant($12$12000)-Page 2 of 3 <br />
