REQUEST FOR COUNCIL ACTION <br /> DATE:08/28/04 <br /> ITEM NO.: c- 3 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Consent <br /> Item Description: University of Minnesota Golf Course request to connect to Roseville utilities along <br /> RoselawnAvenue <br /> Background: The University of Minnesota Golf Course is located at the south west corner of Roselawn <br /> Avenue and Cleveland Avenue in the City of Falcon Heights. The Golf Course is planning to reconstruct <br /> their maintenance building and construct a small restroom facility within the golf course and have <br /> requested connections to Roseville's sanitary sewer and water along Roselawn Avenue. No such public <br /> facilities are available from Falcon Heights. Roseville has allowed outside connections to its utilities if <br /> the following conditions have been met: <br /> ❑ Approval from City of the requesting property owner to connect to Roseville utilities. <br /> ❑ Payment of a connection charge equivalent to the assessments paid by Roseville properties for the <br /> same utility. <br /> • Approval of Roseville building permits for utility connection work including meters, surcharges etc. <br /> • Approval conditioned upon the right of the property owners City to provide utility service to the <br /> property at a future time. Any cost paid to Roseville would not be refunded. <br /> ❑ Property Owner to pay ongoing utility charges as set by the Roseville City Council. <br /> In the case of the University of Minnesota Golf Course's request, all will be met. <br /> Financial implication: The following list of items would be required to be paid by the University of <br /> Minnesota as a condition of approval: <br /> Equivalent Assessment $69877.75 <br /> Tax equivalent $1,480.40 <br /> 518"Meter deposit 2 @ $75.00 $150.00 <br /> Permit fee 4 $15.00 $60.00 <br /> State Surcha e 4 A$0.50 $2.00 <br /> 1"Water to 2 @ $200 $400.00 <br /> TOTAL AMOUNT to be paid by Univ. of Minnesota $8,969.75 <br /> The installation of the actual service is the responsibility of the University of Minnesota. Roselawn <br /> Avenue is a county street and the University of Minnesota must adhere to county regulations regarding <br /> work in the right-of-way and any fees associated with that work. <br /> RECOMMENDED COUNCIL ACTION: <br /> Approval of a motion allowing University of Minnesota Golf Course located in the City of Falcon Heights <br /> to connect to the Roseville water and sewer system once all conditions outlined in this report have been <br /> met. <br /> Prepared by: Doug Strong <br />
