11.4) Any Member may inspect and copy the Commission books and records at any <br /> and all reasonable times. All books and records shall be kept in accordance with <br /> normal and accepted accounting procedures and principles used by Minnesota <br /> statutory cities. <br /> ARTICLE 12. <br /> WITHDRAWAL <br /> 12.1) Withdrawal - Any Member or Associate Member may withdraw from this <br /> Agreement effective on January 1 of any year by giving notice pursuant to Section 2 <br /> of this Article prior to September 15 of the preceding year. <br /> 12.2) Notice -In order to effectuate a withdrawal, a Member or Associate Member <br /> withdrawing from the Commission shall give written notice to the Chair <br /> of the Commission, served personally on the RFe.,s d Chair or addressed to the <br /> Chair at the address shown on the records of the Commission, and by <br /> giving with such notice, a copy of a resolution of its Council stating its decision to <br /> withdraw from the Commission. The withdrawal shall be effective upon actual <br /> receipt by the Chair of such notice and resolution.
