REQUEST FOR COUNCIL ACTION Date: 11 II 3100 <br /> ITEM: H-3 <br /> Departme t Appro al: Manager Approval: AgendaSection: <br /> Hearings <br /> Item Description: Approval for LL G (Bureau of Justice Assistance Grant Money) <br /> Available to law enforcement agencies for the purpose of reducing crime and improving <br /> public safety(i.e.,development of crime impact teams) <br /> BACKGROUND <br /> The United States Bureau of Justice Assistance makes available a specified amount of money <br /> biannually to local law enforcement agencies for the purpose of reducing crime and improving <br /> public safety. The Roseville Police Department has applied for and received an allocation of <br /> $13,597 for the grant period of October 1, 2000 to September 30, 2002. This grant money <br /> would allow the department to pay police and related support staff overtime incurred in problem <br /> oriented policing and crime impact teams-teams that were formed with LLEBG funds currently <br /> allocated to the City for the period of October 1, 1998 to September 30, 2000. <br /> The police department has formed four crime impact teams: auto theft/theft from auto, motel <br /> surveillance, traffic detail, and alcohol/tobacco compliance. The teams consist of off-duty <br /> officers who target specific crime problems and/or specific crime areas. Officers determine <br /> crime target areas based on prior street experience. Chief Paul Wood directs the program and <br /> Lt. Carol Sletner coordinates and authorizes the activity of the various teams. The teams have <br /> been extremely well received by the Roseville officers-with a participation rate of close to 50% <br /> of the staff. <br /> FINANCIAL OBLIGATION <br /> The LLEBG supplements the overtime budget for the police department. The police department <br /> is required to provide matching funds equal to one-ninth of the federal appropriation. For grant <br /> period October 1,2000 to September 30, 2002, this amount would be$1,511. The city will <br /> receive the grant money in a lump sum deposit which will be placed in an interest bearing <br /> account. The account is drawn down as needed until the expirationdate of the grant, <br /> September 30, 2002. <br /> STAFF RECOMMENDATION <br /> Authorize acceptance of the grant under the terms and conditions described herein, and permit <br /> the appropriate public input. <br /> COUNCIL ACTION REQUESTED <br /> Allow public comments on the acceptance and use of the LLEBG money, thereby meeting <br /> public hearing requirements, and authorize the City Manager to accept the grant of $13,597. <br />
