Request for Spring and all 1999 Garage Sale Permit, YMCA (PF3074) 11.0 Background. The YMCA has requested approval of a spring garage sale set up and sale promotion permit for Wednesday, May 19th through Sunday, May 23rd, 1999 and, for their fall garage sale for Wednesday, September 22"through Sunday, September 2 6", at 1170 W. County Road B. The requested set-up for the spring sale will begin Saturday, May 16". and the set-up for the fall sale will begin Saturday, September 18". 1.1 The City Code, Section 1004.011 (attachcd), states that a normal residential garage sale may be up to 3 days long , three times during any one calendar year. The sale must be held between the hours of -00 am and 6:00pm. For garage sales/promotions that will 8, vary from those standards, the Code requires Council approval. The YMCA Sale varies in the following ways: 1) It is longer than 3 days of sales; 2) The set-up period will begin three to six days prior to the sale. 3) Because of the magnitude of the garage sale promotions, a portion of the items for sale will most likely be stored on the yard, not within the garage or screened areas. 1.2 On September 14, 1998, the last time a garage sale request was submitted by the YMCA, the Council expressed concern about this event due to concerns for the health and safety of persons attending the sale. Although the no-parking designation on the north side of County Road B during the sale helps considerably, some of the Council members preferred that the YMCA find a more suitable site for the sales. 2,0 Staff Findings and Recommendations; From the staff perspective,the YMCA Sale/Promotion has been so successful that it has outgrown the intent of the residential garage sale section of the code.
