Extract of Minutes from Planning Commission meeting of April 14, 1999: REd Speedway SuperAmerica - Commercial Planned Unit Development (PUD) for redevelopment of the site located at 2785 Harnline Avenue PF#3073). Chair Klausing opened the hearing and asked that Thomas Pas chke provide a summary of the staff report dated April 14, 1999. Thomas Pasch e reviewed zoning (B-3) and existing uses surrounding the site. The structure will be razed; a new structure will be constructed in the southwest corner of the site. Traffic will not increase. Member Mulder asked for clarification regarding sign height and design. Mile Cronin} Roman Mueller and Nancy Healy District Manager representing Sup erAmerica described the proposal and will work with staff and neighbors to resolve issues. He noted that he met with Hamline House Condo Association and resolved issues. Member Olson asked for hours of operation (currently 6a.m. to midnight). Member Cunningham asked for details of downcast lighting. Ross Jacobsen, 1382 Judith, expressed concern regarding the lighting plan. He opposed 24-hour operation as a magnet for criminal activity. No music is used over the speaker system. Mr. Jacobsen asked for the height of the existing building. The new building will be 5 to 6 feet taller. Member Cunningham asked for clarification on hours of operation. what has been uperAmerica's experience with the new design and sales during late hours. Mike Cronin noted.that the new stoves are more efficient and allow for more sales per r stop at the store. The rebuild will replace an old store and more refrigerated and frozen foods will be available. The customer will be better served. SuperArnerica would like the opportunity to try 4-hour service. Member Cunningham asked if the same level of business, why open the store to more than current Gam--midnight. Member Egli asked if SuperAmerica could be a 4-hour operation at this time? (Yes) Chair Klausing noted that in a PTA D,city could set hours. Harold and Edith Medvin noted that they had concerns about hours, fencing, lighting, exit/entrance and expansion to the south.
