Extract of Minutes from Planning Commission meeting of April 14, 1999: <br /> REd Speedway SuperAmerica - Commercial Planned Unit <br /> Development (PUD) for redevelopment of the site located at 2785 <br /> Harnline Avenue PF#3073). <br /> Chair Klausing opened the hearing and asked that Thomas Pas chke provide a summary <br /> of the staff report dated April 14, 1999. <br /> Thomas Pasch e reviewed zoning (B-3) and existing uses surrounding the site. The <br /> structure will be razed; a new structure will be constructed in the southwest corner of <br /> the site. Traffic will not increase. <br /> Member Mulder asked for clarification regarding sign height and design. <br /> Mile Cronin} Roman Mueller and Nancy Healy District Manager representing <br /> Sup erAmerica described the proposal and will work with staff and neighbors to resolve <br /> issues. He noted that he met with Hamline House Condo Association and resolved <br /> issues. <br /> Member Olson asked for hours of operation (currently 6a.m. to midnight). Member <br /> Cunningham asked for details of downcast lighting. <br /> Ross Jacobsen, 1382 Judith, expressed concern regarding the lighting plan. He opposed <br /> 24-hour operation as a magnet for criminal activity. No music is used over the speaker <br /> system. Mr. Jacobsen asked for the height of the existing building. The new building <br /> will be 5 to 6 feet taller. <br /> Member Cunningham asked for clarification on hours of operation. what has been <br /> uperAmerica's experience with the new design and sales during late hours. <br /> Mike Cronin noted.that the new stoves are more efficient and allow for more sales per r <br /> stop at the store. The rebuild will replace an old store and more refrigerated and frozen <br /> foods will be available. The customer will be better served. SuperArnerica would like <br /> the opportunity to try 4-hour service. <br /> Member Cunningham asked if the same level of business, why open the store to more <br /> than current Gam--midnight. <br /> Member Egli asked if SuperAmerica could be a 4-hour operation at this time? (Yes) <br /> Chair Klausing noted that in a PTA D,city could set hours. <br /> Harold and Edith Medvin noted that they had concerns about hours, fencing, lighting, <br /> exit/entrance and expansion to the south. <br />
