REQUEST FOR COUNCIIL ACTION <br /> DATE:E. 4/26/99 <br /> ITEM NO-- G-1 <br /> Section:Department Approval: Manager Reviewedi Agenda <br /> Item Description: T.H. 36 and Dale Street Ramp and Bridge Construction Work Hours <br /> Background.- Forest Lake Contracting, Inc. was recently awarded the low bid for State Project <br /> No. 6212-141, reconstruction of the on/off ramps at T.H. 36 and Dale Street, and the <br /> reconstruction of two parallel bridges for Highway 36 over Dale Street. The project started on <br /> April 19, 1999 and will be completed by late Fall 1999. Dale Street will be closed between the <br /> north side and the south side of the T.H. '3 6 bridge for a major portion of the construction time <br /> peno . <br /> Mn/DOT Construction Contract <br /> In an effort to minimize impacts of this construction project on T.H. 36, Mn[Dar has imposed <br /> strict limits on T.H. 3 6 lane closures as pant of its contract with Forest Lake Contracting. By <br /> contract, disruption of traffic on T.H. 36 is prohibited between the following hours <br /> Sunday 1 2:00 noon to 7.-00 p.m. <br /> Monday—Friday 5:30 a.m. to 10:00 p.m. <br /> Saturday 8:00 a..m, to 7:00 p.m. <br /> Effectively, N r OT's contract requires the contractor to construct portions of the project during <br /> nightime hours. <br /> In addition, the contract requires that construction be scab stantia.11y complete by October 30, 1 999 <br /> and imposes liquidated darnages between $250 and $2000 per day or $1,500 per hour depending <br /> on the type of delay. Understanding the tight time schedule dictated by the contract, language is <br /> also included that states: "It is anticipated that the Contractor must work six (6) days per week <br /> with multiple crews to complete this Project within the allotted Project time. <br /> Contractor Re nest <br /> Due to the time constraints set by i /DOT, Forest.Labe Contracting, Inc. is requesting an <br /> exemption frorn Igoseville's noise ordinance to allow construction during off hours.
