4m <br /> Request For City Council Action <br /> Date: 04/26/99 <br /> Item Igo: J <br /> Department Approval: Mann er A proved: Agenda Section; <br /> r Land Use <br /> it M Description: Prince of Peace Request for Amendment to Comprehensive Plan and <br /> Concept Approval for Mixed Use PUD to Auow for Construction of a <br /> Senior Housing Building (PF3049)_ <br /> Requested Action: Prince of Peace seeks approval of: 1) an amendment to the City <br /> Comprehensive Plan that would allow high density housing to be located on their church site; ) <br /> Concept f or' a PLTD that would allow the church and a 56 unit senior housing project to jointly <br /> occupy an 8 acre site. <br /> 1,0 Background: <br /> On January 25, 1999, the City Council approved, at the developer's request at least a 60 day <br /> extension to the review period for the concept PUD and the Comprehensive Plan change to high <br /> density. <br /> On March 22,1999, the City Council directed the review of concept alternatives back to the <br /> Planning Commission. The Commission was asked to compare and comment on the amended <br /> site plan (northwest side development) by comparison to the original proposal along the west <br /> side. (Previously, a more westerly side concept plan was recommended for approval by the <br /> Commission.) <br /> 2.0 Project Details <br /> Pastor Fern Rice and members of the Prince of Peace development team presented the final <br /> concept plan at the April 14, 1999 Planning Commission meeting.This plan includes a detached <br /> 56 unit Senior Mousing Building along northwest side of the church. A tiered(one,two, and three <br /> stories) 56 unit senior "L" shaped building (3 stories maximum, with materials snatching the <br /> church) located off the northwest corner of the church with bay windows and underground <br /> parldng 60-70 spaces).In this concept, at grade parking(244 spaces) and ponding appear to be <br /> better placed on the site with little disturbance of the area adjacent to the Lake. A series of <br /> sketches and a data sheet are attached.The project will cover 44 to 4611/o of the site. <br /> 3.0 Planning Commission Comment: <br /> On April 14, 1 9999 the Planning Conrm'ssion held a second hearing on the Prince of Peace Proposal. <br /> The Cornrnission reviewed the most recent proposal (as described above)and reconunended that this <br /> new proposal was a refinement of the original, Planning Commission recommended proposal <br /> incorporating items that the Commission had suggested at the first hearing. <br />
