Construction of Phase <br /> (1) Anticipated construction of community space at the civic center including <br /> upgrades to the Skating Center per the contract with the State of Minnesota and <br /> replacement of the activity center space and the (11) construction of a housing <br /> project on the Arona site will begin. <br /> Establishment of nature and completion of Phases 111, Iv, v, etc* <br /> This will be the completed vision for the future of the "City Center" concept. <br /> Detailed land use plans and typical section drawings and renderings future land and <br /> building features will be shown. As in other plans such as Twin Lakes, Gateway <br /> etc., a narrative guide for future courses of action will be stated. <br /> INITIAL STEPS <br /> There are two steps necessary to successfully initiate the "City Center" process: <br /> r <br /> 1. Authorize staff to assemble a design team. This professional team will be <br /> responsible for being, along with city staff, commissions, committees and the <br /> Council, the catalysts for citizen participation, partnership opportunity leads and <br /> design options. They will guide the development of the "City Center" master plan. <br /> 2. Authorize staff to re-institute the planning process for the redevelopment of the <br /> Arona (Activity Center) site.
