sprawling City Center parking lot was not favored.
Parking along the north edge (Woodhill side) across from the shopping center appears feasible,
with smaller service parking adjacent to uses. Approximately 1,000 parking spaces are needed to
support all uses. Transit stops along the railroad may require more parking. The height of
parking structures is a major concern. There is a concern with fire access near the parking ramp
turning movements.
The winter Garden should link diagonally across Lexington, from City Square and Central parr..
Performances at Central park may be enhanced by expanded program space within City Square.
An arts and craft area within the winter Park may work well. These sites should be ",intimate",
providing enhanced dynamics among participants.
The Task Force asked if there should be a priority; what happened first(implementation strategy).
Dennis Welsch described the community planning and hearing process that would be used to gain
Planning Commission and public input (and eventually seep project approval. From the City
Council).
TASK FORCE RE oMME D ATI O N March 1999):
ru The Task Force consensus refined the City Center District boundaries. Std was directed to
,
prepare a map and language for the Comprehensive Plan"District" amendment.
The entry to City Center along Lexington and" " should be reconstruction into a parkway as
has been previously a pp roved in the Pathway Plan and the Comprehensive Plan.
George Reiling, Sr. described his view of the development history in Roseville.
NEXT STEPS
Kim way noted that Phase I of the Task is near completion. on the Task Force charge, the
monthly meetings process for this program was to take six to nine months.
The schedule includes a Planning Commission process. After the City reviews the Task Force
report and analyzes the impacts, the Task Force would then respond to the input from the City.
The Task Force found that the approach/process is currently an"undone" idea. and encouraged
Mier review at the Task Force level prior to proposing a recommendation to the Planning
Commission. Then, the Task Farce should be very clear about the direction sent. The Task Force
should continue to work, gain input and should hear from others..
.aim was directed to continue the refinement of the City Square Concept.
17
