REQUEST FOR CITY COUNCIL DISCUSSION <br /> DATE-. 04119/99 <br /> ITEM NO, <br /> ■ <br /> De artment Approval: Manager Approval: Agenda Section: <br /> Ite Description'. 1999 Land Use Administration Strategy <br /> Em I <br /> In the fall of 1998 the council and staff set up a tentative schedule to review the strategy <br /> for the 1999 Land Use Code Administration. The goal of enforcement of code provisions <br /> is to maintain and improve life safety issues, the environmental `°quality of life" issues, and <br /> visual or aesthetic look of the community. In order to accomplish these goals, we have <br /> attempted to improve upon compliance with Code standards. <br /> The City responded to over 750 land use or nuisance complaints during 1998, a 00% <br /> increase over 1997, with a consequent clearance of over 80% (601) of the cases. The staff <br /> has received numerous calls and compliments that, "...finally, you are getting to this issue <br /> and helping us solve the problem <br /> Some problems, however, cannot be solved by staff and codes. They are neighborhood <br /> or personality issues that could use an unbiased third paw or peer group to assist — <br /> perhaps the city's Human Rights or other citizen committee would be interested in this <br /> challenge. <br /> Attached are the background summary reports through the first quaver of 1999 to illustrate <br /> the code administration program, with some detailed charts on the land use code <br /> administration. <br /> We hope this will be an annual opportunity to evaluate the program and provide direction" <br />
