Request For Council Action
X3/22/99
e art ent Approvalffi Man er ■
■ Agenda Section.
Reports
It escription: Triangle Warehouse, 513 Walnut Street.: Time Extension for
Subdivision Proposal (PF3105)
1.0 Background
r-
r
1.1 The 1009000 s.f. Triangle warehouse proposed for 2513 Walnut Street requires a
subdivision approval to purchase a piece of the Burlington Northern Railroad right-of-
way and attach it to the five acres located south of the rail line.
1.2 The Burlington Northern Railroad has filed notice ofvacati'on of portions of the right-
of way in Roseville.A 180 day public review period}vegan in January, 1999 to allow
public agencies an opportunity to review and comment on the proposed abandonment
action and to determine the public's interests. Subsequently, the staff has reviewed
Roseville's interest in retaining the BN(Burlington Northern) railroad right-of-way
adjacent to County Road C.
By virtue of the BN filing for abandonment of a portion of the County Road"C" rail line
from the Rollins oil property to the west boundary of the City of Roseville, Burlington
Northern has indicated its desire to not serve this area with rail capacity. The B
property is generally 100 feet in width within the City, connecting to a 50 to 60 foot
wide right-of-way with Hennepin County and the City of Minneapolis. To adequately
accommodate either(or both) a commuter rail line and a commuter/recreational non-
motorized pathway as illustrated in the City Comprehensive Ilan, the 100 foot wide
right-of-way should be kept in tact if at all possible, not allowing parcels'of the right-of-
way to be sold off.
1.3 The City's 1998 Comprehensive Plan states that the City should:
Provide input into the rail corridor planning and abandonment processes.
If rails are to be removed, the corridors should be preserved for public
uses such as light rail or pathways.
-a If there is a rail line abandonment in Roseville}an appropriate
public agency should acquire the land for public purposes.
b) Fight rail planning, should receive input from Roseville. Roseville
should preserve potential rights-of-way and'station locations and identify
possible routes for tributary bus service. .
c-) Identify and work with the decision-makers on approved LRT routes in
Roseville.
Source: 1998 Comp.
