REQUEST FOR COUNCIL ACTION <br /> DATE: 01/25/99 <br /> ITEM O: i-1 <br /> Manager Approved: Agenda Section: <br /> LAID USE <br /> Ite ® Prince of Peace Lutheran Church and Senior Housing Partners, LLC request <br /> for an Comprehensive Flan amendment (CH and LR to HR) and concept <br /> development plan approval for planned unit development on 8.24 acres <br /> including the existing Prince of Peace Lutheran Church, a 56-unit three-story <br /> senior housing building, and an off-street parking area(PF3049). <br /> Update: <br /> On December 9, 1998 the Roseville Planning Commission held a public hearing on the Prince <br /> of Peace request (PF 3049). The Commission closed the hearing and requested the City <br /> Council to provide more time for project review. The Commission requested staff to provide <br /> a review of other sites in the community that could create a precedent(review is attached). The <br /> Commission also requested the development team to prepare sight-lint studies and vegetation <br /> analysis (review of some viewpoints is attached). The Church also did a photo inventory of <br /> parking overflow on major church events (review of some view points is attached)* The City <br /> Manager has followed up on a request by the Council to determine if there was Church <br /> interest in a joint parking lot project. The Church decided the joint parking lot was not in <br /> their interest (letter is attached). Finally, staff reviewed Commission and public comment <br /> from the hearing and updated some of the-facts in the 6mment/findings section, concluding <br /> that from a land use perspective, the use-is still appropriate, but a more sophisticated and <br /> detailed site and building design would be necessary before this concept issue reaches the <br /> Council. See page 8 of this report. <br /> On December 14, 1998 the City Council approved an extended review period to March 9, 1999. <br /> On January 13, 1999,the Planning Commission voted (4-2)to recommend an amendment to <br /> the comprehensive plan and PUD concept-only- approval of the proposal with conditions.The <br /> Church, in turn asked for additional time to work on the building's design details and <br /> improvements to the site and landscape plans along with the more engineering, utility, and <br /> pending details. See the attached letter from the developers. <br /> 1.0 Requested Action <br /> 1.1 Fringe of Peace Lutheran Church and Senior Housing Partners, LL C are requesting an <br /> amendment to the City's Comprehensive Flan to change the future lard use designation of <br /> a 6.13 acre parcel from Church to Heigh Density residential (2561 victoria Street North- <br /> Prince of Peace Lutheran Church) and the designation of a 2.11 acre parcel from Love <br /> Density residential to High Density Residential (2555 Victoria Street North Floyd <br /> Hubert Et Al).Prince of Peace Lutheran Church and Senior Housing Partners, LL C, are also <br /> requesting concept development plan approval on the combined site of 8.24 acres for a mixed <br /> FF3049-RCA(01/25/99)- Page I of 9 <br />
