building in the northwest portion of the sits (current proposal). The Commission also
expressed concerns with the impact of the structure on the parr, the need to retain as much
existing vegetation as possible, a preference for a shared parking area with the parr, and a
preference to construct only as many parking church spaces as actually needed at this time.
2.6 The Planning Commission held a second sketch plan review of this request on August 12,
1998. The plan presented at this meeting showed the senior housing building placed in the
northwest comer of the site and reduced the size of the senior building to 6-units and three
stories (current proposal). A height comparison was also presented which showed that the
pear of the roof of the senior housing building was approximately three feet higher than the
main pear of the church building. The relationship of the building to pathways and the
proposed parking lot was also reviewed.
2.7 On December 9, 1998,the ornrmission requested the developer to provide more line-of-sight
analysis. The Commission also requested the staff to analyze whether other similar sites are
available in Roseville (see the attached memo).
2.8 On December 1 4,1 998,the City Council requested staff to investigate other options that may
be available for the Church and the City to acquire and develop the Church parking lot (see
the attached memo to City Manager, Steve arkozy).
2.9 Section 1008 of the City Code outlines the requirements and procedures for a planned unit
development, including a planned unit development in shoreland management district. The
property included in this pr6posal is within the shoreland management district of Bennett
Lake.
Section 101 6.24 outlines additional planned unit development requirements for a planned
unit development in a shoreland management district. These standards require a maximum
floor area coverage (building footprint)of 3 0%, minimum open space of 50%of the site, and
a maximum impervious surface coverage of 5%unless water is retained on site.
3.0 Staff Comment
3.1 In reviewing this request, staff made the following findings:
I The Comprehensive Plan designates the church parcel as Church and the residential
parcel to the south as Low Density Residential, The Comprehensive Plan also
includes numerous goals and policies that support the development of a project such
as this, which are used on the following vision statement for residential areas:
Roseville shall be a community with an appropriate balance of attractive,
safe, well maintained housing alternatives. These alternatives shall be
available without discrimination in appealing, well kept, crime deterring
neighborhoods. Each neighborhood shall have appropriate City services,
parrs, and open space located in an environment that provides adequate
educational, occupational, and spiritual opportunities.
PF3 049-RCA(01/25/99)-Page 4 of 9
