(PF3092) <br /> 1.0 Requested Action <br /> 1.1 Ric Cox, dba Cox Insurance Associates, Inc. is requesting the final approvals of his Planned <br /> Unit Development Agreement and final approval of the zoning neap change from "B-3" <br /> General Business District to a business based planned unit development (B-PUD). The <br /> property is located at 3116 Fairview Avenue North and consists of 1 parcel with a total land <br /> area of approximately 1 6,700 s.f. <br /> 2.0 Background <br /> 2.1 In January, the Planning Commission (after the required pudic hearings) and the City <br /> Council approved the concept PUD that included a rezoning of the property from "B-313 11 <br /> General Business District to Business-Manned Unit Development (B-PLTD). The Council <br /> and Planning Commission also approved the concept for a rezoning neap amendment. The <br /> businesses allowed within this PUD include the existing barber shop,travel agency and the <br /> proposed insurance office, and uses normally permitted in a��B 4" zone as the base zoning <br /> for the site. The typical "B-13" uses expected on this small parcel are business and <br /> professional offices, except medical and dental services (because of parking issues). <br /> 2.2 The Planned Unit Development Agreement(draft attached)for the site includes the specific <br /> requirements that development within this PUD must meet. <br /> 3.0 Staff Comment And Findings <br /> 3.1 The staff has worked with Mr. Cox on this project for the past six months. After thorough <br /> review of alternative plans for placement of the new addition on the site and hopes of <br /> preserving four existing oak trees, Mr. Cox choose to retain most of the existing structure <br /> and place the new structure close to the property lines, consistent with the Cornerstone <br /> Guidelines. This PUD limits the uses witbin the 4,929 square foot building and sets specific <br /> standards for building design, materials, parking, landscaping, signage, site and utility <br /> development that the developer agreed to in the document for the subject parcel. The final <br /> plans for the building on the southern parcel are consistent with the concept approved <br /> by the Council in October, 1999. <br />
