We <br /> understand that their vote was on the legal and technical merits of the easement. We <br /> were dismayed, however, that they failed to include several proposed attachments to <br /> their recommendation dealing with the neighbors concerns about traffic, drainage and <br /> street access. <br /> Therefore, we strongly urge you, as mayor, and the entire City Council to work <br /> vigorously to protect the neighborhood from the wider impact of a Dub Foods store at <br /> Fi a r Mar. Some specific concerns are: <br /> 1. Traffic congestion and noise. The proposed routing dumps all the commercial truck <br /> traffic along the perimeter road closest to the neighbors. The truck docks directly <br /> face the neighborhood. The Planning Commission quoted ordinances that restrict <br /> commercial traffic on residential streets, The new access lanes at Har Mar will be <br /> like a city street, as close as 80 feet to houses} so the same traffic restrictions should <br /> apply. <br /> We feel that as a consequence of this intrusion, a curfew should be in place on all <br /> truck traffic, including those for delivery, garbage pickup and snow plowing, for all of <br /> Har Mar. We would propose that all of this activity be banned from g p.m. in the <br /> evening until 7 a.m. the following morning, 7 days a week, 365 days a year. We also <br /> feel the truck docks should be relocated away from the neighborhood. <br /> In addition, we are dismayed that no one can quote trafFo statistics and discuss the <br /> potential congestion, with resultant pollution, within liar Mar itself and at the public <br /> access intersections. 1e Relieve a full traff c study should be performed before <br /> construction is allowed to proceed. Roseville streets and shopping malls are already <br /> congested. <br /> Drainage and grater runoff. Moving the utilities will also relocate the current drainage <br /> ponds. In addition, the plan proposes re-grading and widening the access road <br /> along the eastern perimeter. Yet there seems to be no thought about how these <br /> changes will effect the entire property, especially along the northeast, which <br /> traditlonally floods in heavier rains. We feel there is need for further study until a <br /> guarantee can be offered that the addition of Dub will not worsen an already poor <br /> drainage situation to the north of that proposed store. <br />
