Cji Man er Approvah Agenda Secti on, <br /> the Submission of an EPA Brownfield Econom <br /> t <br /> CONSENT <br /> L0 REQUESTED ACTION <br /> The City of Roseville is preparing an application to the US Environmental Protection <br /> Agency for $200,000 in grant funds to assist in the environmental assessment and any <br /> cleanup plans needed for the implementation of the Twin Lakes Parkway as part of the <br /> Twin Lakes Redevelopment Area. <br /> 1.2 The official mapping of the roadway,adopted in October of 1998,will help to implement <br /> the comprehensive plan for the Twin Lakes Redevelopment Plan. <br /> 1.3 The attached resolution would provide the local support needed to make the application <br /> to the EPA,which is dire on March 22, 1999. If approved,staff will forward the resolution <br /> to EPA as an addition to the application. A letter of support from the Mayor of Roseville <br /> will be submitted along with the application. <br /> 2,0 BACKGROUND <br /> 2.1 The Twin Lakes Parkway Redevelopment Plan was completed in the rnid.-1980s and <br /> incorporated into the City's Comprehensive Plan. The purpose of this plan is to guide <br /> future development in the area generally bounded by County Road c west on the south, <br /> Cleveland Avenue on the wrest,county Road C-2 on the north,and Fau"dew Avenue on the <br /> east. In order to improve access, the transportation portion of the plan includes the <br /> construction of a new roadway between Fairview Avenue North and Cleveland Avenue <br /> North,identified as Twin Lakes Parkway. <br /> 2.2 In September 1996,a study prepared by RRw recommended realignment of the proposed <br /> Tin Lakes Parkway to line up with the existing 1-35W ramp. This alignment will have a <br /> minimal impact on the wetlands to the north of the I- 5w ramp, will provide a direct <br /> connection to I- 5w, and provide a direct access to I-35W for truck traffic (which will <br /> reduce traffic on other roadways in the area). The eastern portion of the roadway(Snelling <br /> Avenue Forth to Fairview Avenue Forth)will generally follow the existing Terrace Drive, <br /> while the western portion of the roadway(Fairview Avenue North to Cleveland Avenue <br /> North/1-35W)will involve the construction of a new roadway. <br /> 2.3 In September 1997,the comprehensive Plan was amended to include this realignment of <br /> Twin Lakes Parkway, with the understanding that the proposed roadway would be <br /> officially mapped when the exact location of the proposed roadway was established.
