Cji Man er Approvah Agenda Secti on, the Submission of an EPA Brownfield Econom t CONSENT L0 REQUESTED ACTION The City of Roseville is preparing an application to the US Environmental Protection Agency for $200,000 in grant funds to assist in the environmental assessment and any cleanup plans needed for the implementation of the Twin Lakes Parkway as part of the Twin Lakes Redevelopment Area. 1.2 The official mapping of the roadway,adopted in October of 1998,will help to implement the comprehensive plan for the Twin Lakes Redevelopment Plan. 1.3 The attached resolution would provide the local support needed to make the application to the EPA,which is dire on March 22, 1999. If approved,staff will forward the resolution to EPA as an addition to the application. A letter of support from the Mayor of Roseville will be submitted along with the application. 2,0 BACKGROUND 2.1 The Twin Lakes Parkway Redevelopment Plan was completed in the rnid.-1980s and incorporated into the City's Comprehensive Plan. The purpose of this plan is to guide future development in the area generally bounded by County Road c west on the south, Cleveland Avenue on the wrest,county Road C-2 on the north,and Fau"dew Avenue on the east. In order to improve access, the transportation portion of the plan includes the construction of a new roadway between Fairview Avenue North and Cleveland Avenue North,identified as Twin Lakes Parkway. 2.2 In September 1996,a study prepared by RRw recommended realignment of the proposed Tin Lakes Parkway to line up with the existing 1-35W ramp. This alignment will have a minimal impact on the wetlands to the north of the I- 5w ramp, will provide a direct connection to I- 5w, and provide a direct access to I-35W for truck traffic (which will reduce traffic on other roadways in the area). The eastern portion of the roadway(Snelling Avenue Forth to Fairview Avenue Forth)will generally follow the existing Terrace Drive, while the western portion of the roadway(Fairview Avenue North to Cleveland Avenue North/1-35W)will involve the construction of a new roadway. 2.3 In September 1997,the comprehensive Plan was amended to include this realignment of Twin Lakes Parkway, with the understanding that the proposed roadway would be officially mapped when the exact location of the proposed roadway was established.
