Request for Approval of Burn <br /> Permits <br /> L0 Requested Action <br /> Ramsey County Parks and Recreation Department is requesting City council approval for <br /> burn permits for the natural area around the ponds at Lake McCarrons County Park,and, <br /> for a small 3-acre area within the city of Roseville's new waterworks Park. <br /> 2.0 Background <br /> 2.1 The purpose of the burns is to improve the quality of Prairie vegetation by stimulating <br /> prairie grasses and flowers and eliminating non-prairie vegetation. <br /> 2.2 Lake McCarrons County Park: This site was seeded in 1998. Ramsey county Parkas and <br /> Recreation Department Personnel will conduct the burn and provide adequate personnel <br /> and equipment to direct the fire in a controlled manner. The site will be bred on a day <br /> with southeasterly winds to eliminate smoke blowing across Rice Street and South <br /> McCarrons Boulevard. <br /> 2.3 waterworks Park site; Ramsey county Parks and Recreation will provide all necessary <br /> equipment and key personnel for this burn. Additional Roseville Park and Recreation staff <br /> and volunteers will assist. Management of the prairie at the small 3-acre area within the <br /> Park will begin this year. The site is surrounded by a trail which will provide a fire break. <br /> This site will be burned on a day with westerly wind to eliminate blowing smoke toward <br /> the closest homes east of the park. <br /> 2.4 In order to get proper weather and wind conditions,Ramsey County Parks and Recreation <br /> Department is requesting that the permits be valid for a period from April 1A to May 15''', <br /> 1999. <br /> 4.0 Staff Recommendation <br /> 4.1 It is the staffs recommendation that the City Council authorize the Fire Marshal to issue <br /> burn permits to Ramsey County Parks and Recreation Department. The permit would be <br /> for the period of April 1* 1999 through April 15* 1999. The purpose of the permit is to <br /> improve the quality of prairie vegetation, stimulate prairie grasses and flowers and <br /> eliminate non-prairie vegetation.The permits will be issued for burns at the natural area <br /> PF3086-RPCA(12/09/98)-Page 1 of <br />
