Agenda Section: <br /> Reports <br /> Item Description: Adoption of Master Plan for the Owasso Hills Park <br /> BACKGROUND <br /> In 1995, the City received 8 acres of land from the Roseville Area Schools through the Park <br /> Dedication Ordinance for park use. The acquired land is intended to be a neighborhood <br /> park. The City hired Brauer and Associates to assist in the development of a master plan <br /> for this area. The master plan serve to guide the installation of play equipment, a trail <br /> and open space areas. <br /> Major goals of the recommended Master Plan include: <br /> Preserve as much as possible the natural resources that are +in the park. <br /> 0 Provide play apparatus for youngsters aged -1 . <br /> 0 Provide rest and relaxation areas. <br /> e Install appropriate amenities for a neighborhood park. <br /> a Provide an open space playfield. <br /> Staff and consultants held 3 public meetings during the development of the Master Plan. <br /> The following issues were discussed during this process: <br /> Keeping as much natural space as possible. <br /> Providing buffers to adjoining properties. <br /> Providing no parking. <br /> Providing an access from across Dale Street. <br /> Providing play areas for children including teens. <br /> Providing a trail through the park. <br /> Providing a basketball court. <br /> Providing a tennis court <br /> The plan as presented by Brauer and Associates has been recommended by the Roseville <br /> Parks and Recreation Commission with the exception of providing curb-out parking and no <br /> parking signs along street where there is a center island. <br /> POLICY OBJECTIVE <br /> The proposed Master Plan is consistent with the Parrs and Recreation Systems Plan and <br /> the goals established by the city Council, Parks and Recreation Infrastructure Committee <br /> and the Parks and Recreation Commission in obtaining this property. The community <br /> discussion process is also consistent with the process outlined in the parks and Recreation <br /> Systems Plan. <br />
