Agenda Section: Reports Item Description: Adoption of Master Plan for the Owasso Hills Park BACKGROUND In 1995, the City received 8 acres of land from the Roseville Area Schools through the Park Dedication Ordinance for park use. The acquired land is intended to be a neighborhood park. The City hired Brauer and Associates to assist in the development of a master plan for this area. The master plan serve to guide the installation of play equipment, a trail and open space areas. Major goals of the recommended Master Plan include: Preserve as much as possible the natural resources that are +in the park. 0 Provide play apparatus for youngsters aged -1 . 0 Provide rest and relaxation areas. e Install appropriate amenities for a neighborhood park. a Provide an open space playfield. Staff and consultants held 3 public meetings during the development of the Master Plan. The following issues were discussed during this process: Keeping as much natural space as possible. Providing buffers to adjoining properties. Providing no parking. Providing an access from across Dale Street. Providing play areas for children including teens. Providing a trail through the park. Providing a basketball court. Providing a tennis court The plan as presented by Brauer and Associates has been recommended by the Roseville Parks and Recreation Commission with the exception of providing curb-out parking and no parking signs along street where there is a center island. POLICY OBJECTIVE The proposed Master Plan is consistent with the Parrs and Recreation Systems Plan and the goals established by the city Council, Parks and Recreation Infrastructure Committee and the Parks and Recreation Commission in obtaining this property. The community discussion process is also consistent with the process outlined in the parks and Recreation Systems Plan.
