March 10, 1999 <br /> To: Steve Sarkozy <br /> City Manager <br /> From: Ed Burrell <br /> Finance Director I <br /> lie# Budget Year 2000 Guidelines <br /> Each year, staff spends a few minutes with the City Council at a work session to go over any <br /> general budget guidelines which may be particularly applicable to the coming fiscal year(2000). <br /> While much of the budget process is already set out within the fiscal policies, there are policy <br /> directions and circumstances which the Council may wish to more fully specify for any given year. <br /> Areas in which they night like to discuss budgetary goals for 2000 could be in the following <br /> areas: <br /> # h1&gsg:uc= Goals <br /> e.g. improvement of below standard housing, planning for a community center <br /> Service Gnarls <br /> e.g. Improve traffic flow is a specified number of neighborhoods, work to improve public <br /> transit. <br /> Pero ante Gnarls <br /> e.g. Maintain survey level of public satisfaction, each department provide one significant <br /> new service enhancing idea. <br /> e.g. provide for a tax levy increase at no more than 3/4 (1.2) the projected rate of inflation <br /> (1.6)which translates to a dollar increase of approximately $77,000. <br /> There may areas, which you would tike to add or adjust. Tease advise and we can be prepared to <br /> present those ideas at the March 1 , 1999 work session. <br />
