Background Contract negotiations with International Union of operating Engineers IUO E), Local 49 have resulted in an offer for a two year contract consisting of the following: 1) Increase wages 3 each year,with the exception of the Working Foreman classification. 2) Increase the working Foreman classification to 19.00/hour in 1999, and by 3 in 2000. 3) Increase city contribution towards the flexible benefits plan to$322/month (family) and 185(single) for 1999, and$339/month (family) and $195/month (single) for 2000. 4) Increase uniform allowance from 190 to 220/year for 1999, and to $230/year for 2000. Aernatives The Council may choose to approve or reject the offer. If approved,the City Manager is authorized to sign the contract for 1999/2000. Poli" ob*ectives The total cost of the WOE,Local 49 contract proposal is projected to be consistent with other union and non- union groups.The packages before the Council this year are in the aggregate range of 3%. Financial There are twenty-nine employees in the IUOE, Local 49 bargaining unit.The 1999 proposal totals $1,214,340. The total dollar increase of the package is $36,156.This is a 3.07 increase. For the year 2000, the proposal totals$1,252,717. This is an increase of$38,377 or$3.16%. The total cost of the 1999/2000'%1U0 E, Local 49 contract is consistent with other bargaining and non-union groups.The increase is covered in the contingency account. Staff Recommendation The staff recommends approval of the 1999/2000 contract offer as described above.
