3. The S acres had been put together by city purchase of retail land (2 acres); donation <br /> to the park system by retail property owners, church through trades and donation, <br /> school district through donation, and previous park ownership. <br /> 4. The proposed comprehensive plan park and incidental complimentary retail and <br /> public uses can be in harmony with the general purpose and intent of the it.y's <br /> Comprehensive Plan and Title 10 of the City Code (Zoning), <br /> 5. The proposed comprehensive plan amendments will not adversely affect in fact, may <br /> improve!) the public health, safety, or general welfare. <br /> 4.0 STAFF RECOMMENDATIONS <br /> The staff recommends Council direction to select a consultant to prepare and distribute a <br /> design and financial feasibility study RFP for developers to determine market , design, and <br /> acceptability of the complimentary uses. The consultant would be hired in early March to <br /> complete the RFP by May 1, 1 999. The RFP would be distributed and returned to the City <br /> by August 1, 1999. The successful RFP developer would be chosen by the City Council in <br /> late September, 1999. The developer would then determine design and market acceptability <br /> of the '0`park complimentary}' uses with a report to the City Council in .January, 2000. The <br /> developer would have the winter/spring of 1999-2000 to complete plans and solicit tenants <br /> with construction of the "park complimentary 9% uses to begin as early as the summer of the <br /> year 2000. Funding for preparation and review of the RFP will not exceed $8..000 (staff <br /> estimated So hours at 100 .). <br /> 5.0 SUGGESTED COUNCIL ACTION: <br /> By motion, direct the staff to incorporate the Planning Commission three step process and <br /> '.'park complimentary"' land use listing into the design of the park to be done by the Park and <br /> Recreation staff and RFP consultants, noting that (future synergistic uses within the plaza <br /> area) should be extended in the planning process until after the neighborhood park planning <br /> and the design and the `16 public plaza/complimentary uses developer feasibility study '`are <br /> completed. <br /> By motion, direct the staff to hire a consultant to prepare, distribute to developers, and <br /> review candidates for. A bequest`'Park Complimentary Uses" Design and Financial <br /> Fe$slbllity Study.
