All petitions,memorials,and other communications which may be filed with,or delivered to the <br /> Manager prior to the meeting of the Council shall be brought before the Council by the Manager. <br /> Rule 9 Vote <br /> 1. Roll Call shall be called from the presiding officer's right to his/her left,except the presiding officer <br /> shall vote last. <br /> 2. voice vote may be taken fef on anv matter. The ma or shall confirm all unanimous voice votes. <br /> A Roll Call vote shall be taken on all non-unanimous votes. Any member may request a roll call <br /> vote. Any member may abstain from voting or disqualify himself/herself. The reason for disqualification <br /> or abstention must be stated by the member and entered in the minutes.if a member disqualffid <br /> himself/herself,he/she may leave the room while the issue is being considered. <br /> Rule 10 Ord*inances <br /> Any Council member may request the City Manager to prepare a proposed ordinance. There shall be a <br /> delay of at least two weeks between the initial presentation and final vote if such proposed ordinance is <br /> requested by a Council Member. <br /> Rule I I Rules of Order <br /> The rules of parliamentary practice embraced in Roberts Rules of order(Devised)shaU govern the Council <br /> procedure in cases to which they are applicable and to which they are not inconsistent with the Standing <br /> Rules of order and Business of the Council. <br /> Rule 12 Suspension of Rules <br /> No rule of the Council sha11 be suspended without the concurrence of at least four (4) members of the <br /> Council. <br /> 2 <br />
