Debra Bloom,Engineering <br /> RE: Amended P[JIB Expansion of Country Inn&Suites/Removal of Benjamin's <br /> 2905 SneIng Ave North <br /> We have had an opportunity to review the PUD amendment plans for the expansion of the Country inn & Suites at <br /> 2905 Snelling Ave.N. we would like to work with you on making this project the hest proposal possible and have the <br /> following engineering related comments. Since the question about the storm serer design could imp{tcf the <br /> proposed site plan,it is difficult for engineering to male a positive recommendation for this proposed rezoning un i-.i <br /> it is addressed. <br /> Site Plan <br /> I. In 1993 SEH prepared a feasibility report for the Lincoln Drive Extension from Terrace Drive [o Lydia Ave n cue. <br /> This report had the following to say about the configuration of CounLy Road C-2 be hveen Lincoln Drive and <br /> Snelling: "Left turns onto County Road -2 frorn either the frontage road. or Benjamin's Restaurant. will be <br /> permitted until such time as they create operational problems. The interim left turn lane and median opening <br /> will remain in place until traffic volumes require two left turn lanes at Snelling Avenue. At that time the island <br /> will be removed and a permanent island and lane arrangement will be installed." The new island con igurat.ion <br /> will close the median and make this site's access onto County Road -2 a right- in/ right- out. There is no <br /> programmed date for this median closure. <br /> 2. The site plan shows that you are moving the driveway onto C-2 approximar rely 20 feet to the north. The existing <br /> drive is already at the miruimum access spacing from Snelling. In looking at existing conditions for this site,we <br /> discovered that this driveway is already out of alignment with the median opening and the Room & Board drive <br /> across the street. By shifting it to the north you create additional conflict points for exiting cars. Even though <br /> this median will be closed in the future, it is -i-mportant in the interim that the configuration be designed Lo <br /> minimize conflicts on the roadway. Please reevaluate the site plan and leave the driveway where it is today. <br /> ,Grading Plan <br /> 1. Permits are required for all work mnithin the Ramsey County right- of- way. Please make a note on the plans- <br /> regarding the contractor's responsibility to obtain these permits. <br /> UtLy Plan <br /> 1. Additional information on the storm sewer design should be provided. It appears that the site impervious will <br /> be increased by the building addition. we do not believe that the existing pond is adequately sized to handle the <br /> additional runoff from this site. Please provide ponding calculations on the increase in runoff from your site and <br /> harry that imp acts the storage volumes of the pond across Lincoln give. <br /> Erosion Control Plan <br /> 1. A detailed erosion control plan should be provided. A washed rock construction entrance should he installed at <br /> construction street accesses. Tracking auto public streets should be held to a minimum with notes on street: <br /> sweeping included on the plan. <br /> I 1 look forward to working with you on this proposed development.
