1998 Standing Rules of Procedure Page <br /> RULE 8. Petitions,Memonals, <br /> Petitions, memorials, and other papers addressed to the Council shall be presented <br /> by the presiding officer or by a member in his/her place, or may be read by the <br /> recorder at the request of member of the presiding officer. All petitions,memorials, <br /> and other communications which may be filed with, or delivered to the Manager <br /> prior to the meeting of the Council shall be brought before the Council by the <br /> Manager. <br /> RULE 9. vote. <br /> Roll Call shall be called from the presiding officer's right to his/her left, <br /> except the presiding officer shall vote last. <br /> 2. Voice vote may be taken for: <br /> A. Approval of Minutes, <br /> B. Withdrawal of items from the Agenda, <br /> C. Continuation of items on the Agenda, <br /> D. Consent Agenda, <br /> E. other purely ministerial matters. <br /> Any member may request a roll call vote. <br /> 3. Each individual's vote shall be entered in the minutes. <br /> 4. Any member may abstain from voting or disqualify himselflherself. The <br /> reason for disqualification or abstention must be stated by the member and <br /> entered in the minutes. If a member disqualifies himself/herself, he/she may <br /> leave the room while the issue is being considered. <br /> RULE 10, Ordinances. <br /> Any Council member may request the City Manager to prepare a proposed ordinance. <br /> Mere shall be a delay of at least two weeks between the initial presentation and final <br /> vote if such proposed ordinance is requested by a Council Member. <br /> RULE 11. RWrs of order. <br /> The rules of parliamentary practice embraced in Roberts Rules of order (Revised) <br /> shall govern the Council procedure in cases to which they are applicable and to which <br /> they are not inconsistent with the Standing Mules of order and Business of the <br /> Council. <br />
