During each signal cycle, <br /> all westbound traffic would be held while eastbound left and through movements <br /> occurred. Similarly,eastbound traffic would be held to allow westbound left and <br /> through movements. This type of signal exists at County Road C and Rice Street. <br /> 4) Widen Intersection to Provide Left-turn Lane and Retain 4 Through Lanes <br /> This is the same project rejected by the Council on November 23, 1998. The impacts to <br /> adjacent properties could be mitigated with significant buffering. Such buffering could <br /> include landscaping,bermi ng and/or opaque fencing. If this project were implemented <br /> before the end of 1999,additional funding may be available to allow an aggressive <br /> buffering effort. <br /> Federal monies have been set aside for the County Road B,Lexington/Hamline Avenue <br /> improvements denied by the Council in November.It may be possible to reallocate those <br /> dollars to a different project that solves the existing left-turn deficiencies on County Road B -- <br /> at least between Hamline Avenue and Lexington Avenue.The County has agreed to champion <br /> such a reallocation of funds once a clear direction has been given by the City Council. <br /> Please schedule time at the January 20, 1999 City Council worksession to discuss this issue. <br /> 111104 <br />
