REQUEST FOR COUNCIL DISCUSSION <br /> DATE: 01/20/99 <br /> ITEM NO. <br /> Addi"ti"on <br /> Item Descri tion,-, James IP <br /> 1.0 Background <br /> The Council previously requested that staff work with interested developers for concepts on <br /> the 6.2 acre commercial site in the southeast corner of the James Addition area located at <br /> Snelling Ave. and Oakcrest Avenue. <br /> Ire August of 1998, council discussed several issues regarding potential development of the site <br /> so that staff`could provide further direction to developers regarding desired uses in the area. <br /> The council"s general direction was complimentary uses to the residence and park as well as <br /> low impact retail/office use.The subsidy for affordable senior housing was deemed too <br /> expensive. <br /> 2.0 Proposed Concept for Redevelopment by Schaefer Richardson Company <br /> 2.1 The proposal by Schaefer Richardson will be presented for discussion at the work <br /> session and includes the three parcels to the north of Oakcrest. Combined,the parcels <br /> equal approximately 3.9 acres in size and border Snelling to the east,Oakcrest to the <br /> south, Rosebrook Park to the north and Fry to the west. <br /> 2.2 Dale Joel with Schaefer Richardson is working on a proposal that includes a 33,360 S.F. <br /> specialty retail building facing Snelling with a 26,400 s.f. two story mice building facing <br /> the retail use and abutting Fry Street. (see proposed site plan and elevations attached). <br /> Two access paints to the site would be from Oakcrest only coming off the frontage <br /> road. The two buildings would share parking with 276 stalls. Required parking for <br /> these uses is 300 stalls. <br /> 2.3 Staff estimates}base upon Institute of Traffic Engineers,that the office development <br /> would generate approximately 200 to 300 cars per weekday in and out of Oakcrest <br /> Avenue and the specialty retail would generate 800 to 1,200 cars per weekday and <br /> weekend. These counts are estimates based on general office and retail uses. As the <br /> project is ruined and uses become known the traffic estimates will be revised with a <br /> formal traffic study by city consultants. <br /> 2.4 Dale Joel has been in contact with the property owners and has purchase agreements <br /> for each parcel. In addition,Mr.Joel held a neighborhood meeting to discuss the <br /> proposals and will share those discussions at the Council work session. <br /> PF 8 89 -RCD (01/20/99) -Page 1 of 3 <br />
