[City's Letterhead] <br /> Mr. Paul Moe <br /> Minnesota Department of <br /> Trade and Economic <br /> Development <br /> Division of Community Development <br /> 500 Metro Square <br /> 12 1 7th Place East <br /> St. Paul, Minnesota 55 101 <br /> Re: City of Roseville, Minnesota — $4,500,004 Private School Facility <br /> Revenue Bonds (Concordia Academy Information/Technology Addition <br /> Project), Series 200 1 <br /> Dear Mr. Moe: <br /> Attached hereto in duplicate is the application of the City of Roseville, Minnesota (the <br /> "City"), for approval of the above referenced project (the "Project") by the Commissioner of the <br /> Department of Trade and Economic Development, including a copy of the Preliminary <br /> Resolution adopted by the City Council. <br /> As indicated in the attached Preliminary Resolution, we believe that this Project fully <br /> meets the public purpose requirements of Minnesota Statutes, Sections 469.152 through <br /> 469.1651 (the "Act"). In particular, this Project will provide secondary school education for <br /> students in grades 9 through 12. Additional employment shall result from the Project. <br /> Reference is made to the Preliminary Resolution for a more definitive statement of the <br /> public purposes served by the financing. <br /> The Project does not contain any property to be sold or affixed or consumed in the <br /> production of property for sale, and does not include any housing facility to be rented or used as <br /> a permanent residence. <br /> The City has complied with the notice and hearing requirements of Minnesota Statutes, <br /> Section 469.154, Subdivision 4, as amended, and agrees it will comply with the reporting <br /> requirements set forth in Minnesota Statutes, Section 469.154, Subdivision 5. The public <br /> hearing was held on December 17, 2001, at 6:30 P.M. at the City Hall in Roseville, a draft copy <br /> of the enclosed application with all attachments was available for public inspection, and all <br /> interested parties were afforded an opportunity to express their views. <br /> The City will undertake to encourage that the employment opportunities made available <br /> by the Project will, if feasible, be offered to individuals who are unemployed or who are <br /> economically disadvantaged as contemplated in Minnesota Statutes, Section 469.154, <br /> 1343466v1 <br />
