REQUEST FOR COUNCIL ACTION <br /> DATE: 1 111310 <br /> ITEM: F-1 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> F <br /> Item Description: Selection of Project Locations for the 2002 Pavement Management <br /> Program: Streets, Pathways and Parking Lots. <br /> Background: The City's Pavement Management Program (PMP) began in 1986. At that time, <br /> the City was split into 73 neighborhoods, and a two-phase program was initiated. The first phase <br /> of the program, completed in 1997, consisted primarily of street reconstruction. The second <br /> phase of the program focuses on maintenance projects, which emphasize pavement preservation. <br /> A brief outline of work being completed in the second phase: <br /> 1. Reconstruction of streets not completed in the first phase of the program due to condition <br /> of the pavement at that time. <br /> 2 Incorporation of the Ramsey County tumback roads into the program. <br /> 3 Maintenance of existing permanent streets through milling and overlaying pavements and <br /> repair of settled or broken concrete curbs. <br /> 4 Crack sealing and seal coating of existing pavements. <br /> This two-phase program has quickly reduced the number of problem streets within the City to a <br /> manageable level, less than 5% of the street system. We will be able to maintain that level by <br /> providing maintenance on streets that fall into Condition Index ranges that indicate certain <br /> treatments are needed. In general terms, Condition Index ratings of 65 to 100 required routine <br /> maintenance, such as crack sealing and seal coating. Ratings of 35 to 65 indicate more intense <br /> maintenance is needed, such as mill and overlay of pavements and some rehab of concrete curb <br /> and base. Condition Ratings of 35 and below indicate reconstruction is the only cost effective <br /> method of bringing a pavement up to standard. Staff is recommending that the 2002 program <br /> include work in Neighborhoods 16, 24 and 2 5. <br /> In 1999 we expanded the Pavement Management Program to manage the condition of City <br /> Pathways and Parking lots. We have developed an inventory of these facilities and have added <br /> them to our Capitol Improvements Program. Staff recommends that we include the following <br /> locations for Pavement Management Projects in 2002: Central Park Lexington Pathways, Fire <br /> Station No. 3 Rear Parking Lot, and Howard Johnson Park Parking Lot. <br /> All work for these projects will be accomplished with in-house engineering staff. <br /> Policy Objectives: 2002 will be the fifth year of phase two of the Pavement Management <br /> Program. Phase two includes a low level of residential reconstruction, reconstruction of County <br /> Road turnbacks and a much more intensive maintenance program. We actively manage a <br />
