REQUEST FOR COUNCIL ACTION <br /> DATE: 08/13/01 <br /> ItemNo.. <br /> Department Approval Manager Approval Agenda ection: <br /> CONSENT <br /> Item Description: Final Approval of Alternative Urban Areawide Review(AUAR)for the <br /> Twin Lakes Business Park Master Plan (PF3232) <br /> 1.0 REQUESTED ACTION <br /> 1.1 By resolution, approve the final AUAR and Mitigation Plan for the Twin Lakes <br /> Business Park Master Plan. <br /> 2.0 BACKGROUND <br /> 2.1 On February 24, 2001, the City Council directed staff to officially commence the <br /> Twin Lakes AUAR study of the recommended "concept _ scenario 1" and "retail <br /> scenario — scenario 1A" amendment to the Comprehensive Plan for Twin Lakes using <br /> the services of consultants SRF and DSU. <br /> 2.2 On May 7, 2001 the City of Roseville completed and filed the AUAR for Twin Lakes <br /> with the Environmental Quality Board (EQB) for publication on May 14 for a <br /> required 30-day comment period that expired on June 13, 2001. <br /> 2.3 Prior to June 133 2001 comment period, three responses to the AUAR were received <br /> by the Metropolitan Council, Minnesota Department of Natural Resources and <br /> Fredrickson & Byron, P.A. representing the Regan property interests. In addition, the <br /> Minnesota Department of Transportation provided the City with a response on June <br /> 14, 2001. Each one of the comments were addressed by response letter and through <br /> the Mitigation Plan. <br /> 2.4 On June 26, the City Council, by resolution, accepted the findings of the draft AUAR <br /> and Mitigation Plan for the Twin Lakes Business Park and authorized staff to prepare <br /> response letters to the agencies and resubmit the Mitigation Plan to the EQB for final <br /> comment. <br /> 2.5 In July, the approved AUAR and Mitigation Plan was submitted to the EQB for final <br /> comment. No additional comments to the AUAR or responses to the Mitigation Plan <br /> were received within the 10-day comment period. <br /> PF3232—RCA(081301)Page 1 of 2 <br />
