4.0 STAFF RECOMMENDATION <br /> 4.1 Based on the findings outlined in Section 3.1, staff" recommends denial of the <br /> request for a variance to increase the lot coverage to 44.8% of the required rear for <br /> the purpose of constructing a 8' x 36' garage at 669 Sharer Avenue West. <br /> 4.2 As an alternative, staff recommends approval of a variance to allow the placement <br /> of an accessory building on the through lot at the rear or north side of the lot <br /> adjacent to Skillman. The building should be oriented so that the side of the garage <br /> wall faces north and is visible from Skillman. In addition, the driveway parking area <br /> in front of the garage doors should be screened with landscaping from view of the <br /> homes across Skillman facing this project. <br /> 4.3 Staff also recommends a variance to increase the lot coverage to 25.6% for the <br /> purpose of constructing a 24' x 4' (576 square feet) garage, provided said garage <br /> I <br /> s set back at least 40 feet from the right-of-way line of Skillman Avenue. <br /> 5.0 PLANNING COMMISSION ACTION <br /> 5.1 The Planning Commission held a public hearing on August 12, 1998, and <br /> recommended approval of the James Christensen's request for a variance to <br /> increase the coverage of the required rear yard from 5% to 44.8% for the purpose <br /> of constructing a 8' x 36' detached garage at 669 Shryer Avenue: based on the <br /> findings outlined in Section 3.1 of this report. <br /> 5.2 The Commission also recommended approval of a variance to allover the placement <br /> of an accessory building in the front yard area of a through lot (facing Skillman) and <br /> provided said garage is set back the same distance from the right-of-way as the <br /> adjacent garage along Skillman Avenue. <br /> 5.3 Planning ommr [ssion minutes from August 1 998 meeting are attached. <br /> PF3058 - RCA(08/24!98) - Page 3 of 4 <br />
